Home Secretary Jacqui Smith denied there had been any cover-up over the employment of illegal immigrants in the security industry, insisting ministers had taken "robust action".
In a Commons statement, Ms Smith stressed it was the "legal duty" of all employers to ensure that their employees were entitled to work in the UK.
The Security Industry Authority, which has licensed applicants for security posts since 2003, had "not failed to do anything that it was obliged to do in law".
She told MP's that from July every non-European applicant had had their right to work in the UK checked and from October the SIA had required "new and tighter" identity checks.
"My approach was that the responsible thing to do was to establish the full nature and scale of the problem and take appropriate action to deal with it, rather than immediately to put incomplete and potentially misleading information in to the public domain."
But shadow home secretary David Davis said the Home Office response so far to the disclosure that thousands of illegal immigrants were cleared to work as security guards had been "blunder, panic and cover-up".
The latest row erupted after documents obtained by the Daily Mail apparently showed that Ms Smith was made aware of the problem involving at least 5,000 illegal immigrants as early as July - four months before the news became public last weekend.
Press reports at the weekend revealed that some illegal immigrants given licence's by the SIA ended up working for the Metropolitan Police. Others reportedly found employment in Whitehall and at ports and airports.

emerged that an illegal immigrant had been caught working on the front desk
at the Home Office.
The Nigerian man was picked up as immigration officers examined the status of more than 11,000 foreigners mistakenly cleared to work across Britain.
Aides said the Home Secretary was furious over the discovery of an illegal worker within her own department. The security guard had been in the department for about 18 months, checking the passes of visitors to the Home Office.
The man, supplied to the department by a sub-contractor, faces deportation after being arrested on Friday night.
The Border and Immigration Agency had been examining the records of 11,100 non-European Union nationals given permission to work by the Security Industry Authority (SIA).
It uncovered problems with a sub-contractor and the trail led it to the Home Office, its own department headquarters.
One security guard was detained and the immigration status of all others supplied by the sub-contractor to Ms Smith's department are being checked.
The Home Secretary added in a written statement to MP's last night: "The Permanent Secretary has taken immediate steps to tighten the procedures for checking the immigration status of those working in the Home Office, whether as a civil servant, employed by a contractor, or in any other capacity."
The latest episode echoes the discovery last year of five illegal immigrants working as cleaners in immigration offices just days after John Reid became the Home Secretary.
David Davis, the shadow Home Secretary, said Ms Smith had been at pains last week to blame employers for the "SIA shambles".
He said: "If she is going to try and avoid responsibility in such away she should at least check her own house is in order.
"Who will the Home Office now prosecute and fine? Itself?" He added: "It is clear this Government is part of the problem, not the solution." Jeremy Browne, the Liberal Democrat home affairs spokesman, said: "The Home Office seems to mess up with depressing regularity, but this latest breach of security goes literally to the heart of government."
The blunder over security guards emerged in the summer after an illegal immigrant was found guarding the yard where the Prime Minister's car was taken for repairs.
It was also disclosed that Ms Smith had accepted Home Office press office advice in August not to tell the public about immigration control mistakes.
When the problem became public, initial estimates put the figure of numbers affected at 5,000.
But last week Ms Smith indicated the figure could be as high as 11,100.
She disclosed that the SIA handed permits to 6,650 illegal workers, plus a further 4,450 people who officials believe may not have the right to work.

The latest report from the Health Protection Agency shows that the major source of heterosexual HIV infection in the UK is immigration from sub Saharan Africa. 70% of all heterosexual cases diagnosed in the UK are among those born in Africa. Of those diagnosed in 2006, nearly half (46%) were described as Black African.
Commenting, Sir Andrew Green, Chairman of Migration watch, said "When it comes to HIV the government are curiously reluctant to address the problem. The best thing they could do to protect health in the UK would be to introduce screening for anyone from a country of high incidence of HIV who wishes to enter Britain for longer than six months. 47 other countries require such tests of immigrants. It is high time that Britain followed suit as we already have for TB."
So why are we not screening immigrants? Perhaps the answer is that we have a gutless government when it comes to immigration.
A while ago the Government was going to have another aids awareness advertising campaign, (anyone remember the one from the 80's?) spending millions, it didn't happen as it was pointed out to them that ALMOST all new hiv/aids cases is due to immigration. An hiv/aids test takes 20 minutes, could be done in a private room at port/airport and anyone with the disease could be returned to where they came from. No one with a highly contagious disease should be allowed into another country where they could affect other members of that population.
Saudi Arabia, for instance, have foreign workers medically checked in their own country before going, and again when they arrive in Saudi Arabia, and if you have a disease that requires treatment you are returned to your OWN country for treatment. Not here, onwards to the NHS!

A council has said a group of eastern European immigrants living rough and "rent-free" in a city are giving migrant workers a bad name.Up to 20 Lithuanians, Slovakians, Poles, Ukrainians and Russians have set up camp in an area of Peterborough, Cambs.
Peterborough City Council said the group, mainly male and in their 30s or 40s, had refused all offers of help and had continued living "rent-free" on the streets. "They have been told that their camp is illegal and must be removed but have moved their tents only a short distance further along," said a spokesman."It may next be necessary to take enforcement action. Essentially, they have refused opportunities for work and only undertake sporadic employment when no other means of support are available. They prefer to live rent free." The spokesman said three tents have been put up in the city's Bourges Boulevard, with up to 20 "rough sleepers" thought to be living there.The spokesman added: "It gives migrant workers a bad name and denigrates Peterborough's reputation."
Antony Slack, 47, of the Peterborough Christian United People Ministry, is helping the group by handing out food and clothing. He has also made a DVD to highlight their plight. "Some are living in tents and others are using plastic sheeting and tarpaulin as shelter," he said. "There are about four or five locations where people are living in bushes. "We want to raise awareness of what is happening in our community. It's also a message to people thinking of coming over here from eastern Europe. Our streets are not paved with gold"
Shame on you Antony Slack, as you say "Our streets are not paved with gold" quite true, but these people do not want to work.

I watched a documentry the other night about Peterborough and migrant workers, one a woman, who was a nurse back in Poland, is now a cleaner, she has brought her two daughters over to be with her, lives in a council flat, has been here for two years and yet speaks no English. Living in Britain for two years and doesn't speak OUR language, no, it is time for her to go back to Poland. How many British born and bred people on the housing waiting list for a flat have been passed over to give this non English speaker priority?
